Tadeusz Rutowski

The first vice-president of the city of Lviv, journalist, politician, and ambassador to the Galician Seim and the State Council. During the Russian occupation of Lviv, he performed the duties of the city's president. During the retreat, the Russians took him with them as a hostage and later exchanged him with the Austrians for the arrested Russophile Dmytro Yanchevetskyi.
